how can i adjust the idle on a 190e 2.6

Yes. Though there is the risk that you could mess it totaly up and its a pain to get right again.

What is the problem with it at the moment, is it idling too high or too low?

You cannot adjust the idle speed directly on a 2.6.

You will need to take it somewhere they know what they are doing and get it set up properly. Maybe a Bosch service centre, or decent indy.
